Where as the Durham County Council (hereinafter referred to as “the Council”) being the highway authority for Orwell Gardens, South Moor, Stanley, Derwentside District , are satisfied that vehicular traffic should be prohibited on the length of road detailed below by reason of new sewer works to be undertaken.
